Regulatory Framework: Beyond 49 CFR

Security Plans (49 CFR 172.802)

  1. Security Assessment: Evaluate risks, identify vulnerabilities, assess consequences, review annually
  2. Security Measures: Personnel background checks, unauthorized access prevention, en route tracking

  4. Documentation: Written plan, not available to unauthorized personnel

Route Planning and Restrictions

  • Federal: Interstate highways generally permitted; certain tunnels, bridges, urban areas restricted
  • State: Permits for bulk transport, route pre-approval, escort vehicles, time-of-day restrictions
  • Tools: PC*MILER Hazmat, GPS with hazmat mode (Garmin, Rand McNally)

Specialized Training Requirements

Hazmat employee training (49 CFR 172.704) covers general awareness, function-specific, safety, and security. Driver-specific training includes HME endorsement, tank vehicle endorsement, rollover prevention, emergency shutdown procedures.
